The party programme is download also as: PDF [IMG] DOC +----------------------------------------------------------------------+ | Definite election programme 2007 - 2011 | | | | Party for charity, freedom & diversity | | | | Sapere Aude: PNVD now! | | | | This realise and download party programme is as from: | | www.PNVD.nl | | | | Since April 2004 this party programme has had some adaptations has | | undergone. An overview of is these modifications and the earlier | | find versions of the programme at the end of this document. | | | | ---------------------------------------------------------------- | | | | Foreword | | | | Our large dissatisfaction | | | | Diversity makes living interesting. Everyone must get the as much | | chance to choose for own ideals. Unfortunately many people die | | nowadays as a copy, whereas they are nevertheless real as unique a | | person born. This comes because many people - also politicians - | | with all winds meewaaien and only think weinigen themselves to dare. | | One does not give each other for that the chance, because one takes | | over unthinkingly the existing conceptions and that as only truth | | considers. It is, as it happens, independently not think and no | | derogatory of keeping opinion easy and quiet. Something that becomes | | clear considerably a conception everywhere accepted was not correct | | by nevertheless gets out of hand of, then there mostly a revolution | | takes place. During a revolution little attention is given on the | | more more balanced opinions, with the danger that there another | | dominant, as where contemplative, conception occurs in the place. | | Diversity gets this way no chance. | | | | Our solution | | | | THE PNVD plead for diversity and commitment themselves for that. | | Individual differing deserves respect, because they make living | | surprisingly. Diversity gets a chance as an everyone as much freedom | | gets own choices as long as to make, thereby the charity is not lost | | sight of. A larger freedom does not have go at koste of a social | | society, as the distance between the policy makers and the citizens | | this way small possible are made. By decentralisation the contact | | between people becomes more personal. More power to the | | municipalities therefore and not, like now, to Europe. Small | | bedrijfjes more overlevingskansen must get, so that there not only | | multinationals remain. By promoting freedom and charity, is it also | | listened from the beginning to people with a more derogatory | | opinion. This way nuance can evolution and gets take place there a | | chance. Because people come into contact with several points of | | view, they are stimulated independently to think. Hence our motto | | Sapere Aude (- Horatius), what means something like that as: | | audacity zelf to think. | | | | Critical thinking | | | | We hope critical make vrijdenkers, who attach importance to ratio | | and the strength of the argument of all Dutch citizens. It is not | | enough if the government asks think people themselves. People will | | have will tevens be given a larger degree of freedom, to ensure that | | they choices make kunnen. People must be possible decide themselves | | if they want discriminate, smoke, needles, incorporate, apply, et | | cetera. This in a certain way also applies to children. For this | | reason we want give as from twelve years freedom to have sex, votes, | | gamble, choose at which they want live, et cetera them. A government | | which takes away freedoms to protect people does not help those | | people, but limits them correctly in their development. | | | | One or more seats | | | | THE PNVD are already glad with one seat. We can ask then among | | others chamber questions concerning the subjects which stand our | | dense at the heart. | | | | Concerning us | | | | We are honest, idealistic, and take no booklet for the mouth. We | | attach importance, and fight for, the freedom of opinion expression | | for everyone. Discussion must be always possible. Taboos and dogmas | | contribution nowhere, these only promote the fear and intolerantie. | | | | Our javelin points | | | | The most of political parties are too populistic. Sometimes lijken | | politicians only on commissioning as many voters; not as a means, | | but as end. They allow that the media stipulate when they can | | proclaim controversial points of view. The consequence of this is | | that politicians keep as many options open and as a result let | | formulate the policy by the media. Here change must come in. For | | this reason the PNVD pronounce its ideals aloud. These are our | | twenty javelin points: | | | | 1. Ministers are uitvoerenden, the policy is formulated by the | | chamber. | | (To see chapter 1: Realm GOVERNMENt) | | | | 2. Municipalities get more autonomy. | | (To see chapter 2: MUNICIPALITIES) | | | | 3. policy provision always independent of the EU, then just possible | | cooperation. | | (To see chapter 3: EUROPE & WERELDPOLITIEK) | | | | 4. Children get more rights. | | (To see chapter 19: KINDERRECHTEN) | | | | 20. Nobody is apply obliged; there is a low basis benefit. | | (To see chapter 20: REMAINING MATTER) | | | | ---------------------------------------------------------------- | | | | Table of contents | | | | 1. Realm GOVERNMENt | | 2. MUNICIPALITIES | | 3. EUROPE & WERELDPOLITIEK | | 4. Army MATTEr | | 5. STIMULATING RESOURCES | | 6. JUSTICE | | 7. POLICE FORCE | | 8. TO PUNISH | | 9. ENVIRONMENT & FEEDING | | 18. DIERENWELZIJN | | 19. KINDERRECHTEN | | 20. REMAINING MATTER | | | | ---------------------------------------------------------------- | | | | Points of view | | | | 1. Realm GOVERNMENt | | | | 1.1 no higher molar threshold; coalition government also no. | | At getting ste part of the votes, is entitled a party in any case to | | a seat. This way also smaller parties remain represented in the | | chamber. | | | | 1.2 modification of the constitution can only if the people agrees. | | A modification of the constitution can be only carried out if at a | | referendum under the votes cast appears that beside tweederde of the | | chamber also tweederde of people who have voted for are. | | | | 1.3 laws concerning the state establishment must appear in the | | constitution. | | These laws are important enough in the constitution be incorporated. | | | | 1.4 a party can take maximum seventy seats in the House of Commons. | | It is dangerous as an one party the absolute majority to seats can | | obtain, because to undesirable semi-dictatuur can lead this. | | | | 1.5 the Upper Chamber is abolished. | | The Upper Chamber inspects at present the laws which the House of | | Commons for example contradictions has adopted with already existing | | laws. party politically party political partijpolitiek plays however | | a large role. This task can be taken over better by independent | | civil servants, who do report to the House of Commons. | | | | 1.6 the minister-president is chosen. | | The votes cast chooses a minister-president for a period of four | | years. This happens in two rounds. The three candidates with the | | most of votes continue to the end round. The minister-president | | represents the Netherlands at political level. The | | minister-president can put ministers from their function and is | | possible himself from its or its function is put as a tweederde of | | the Member of Parliament oaths this wants. | | | | 1.7 the cabinet is abolished. | | The ministers become uitvoerenden; the House of Commons formulates | | the policy. After electing a minister by the largest party, | | descending there fictitiously seats that party, namely (150 seats | | parts by the number of ministers) to seats. The party which is | | afterwards largest elects a next minister, etc. The seat number of | | right is, then the party chooses which it most of number of got | | reststemmen initially a next minister. | | | | 1.8 the seat partitioning by party becomes more democratic. | | Get the person on a list of candidates with the most votes as first | | a seat. Afterwards the person follows who afterwards the most gained | | votes, etc. The regulation with voorkeurstemmen, as that now | | applies, is therefore abolished. | | | | 1.9 children get voting right as from twelve years. | | By giving politicians rather and more children as from twelve years | | to voting right to take into account them. Politically best an | | idealistic pulse can use from children. This voting right applies to | | all elections. | | | | 1.10 laws which are related to young children are extra assessed. | | Since children under twelve cannot vote are let rise it well to a | | special organisation for their interests. This organisation all this | | type laws for appraisal presented must get and must its judgement | | concerning the laws give to the House of Commons. | | | | 1.11 each party gets as much zendtijd on television and as much | | campaign money. | | Each party which participates to an election, gets as much zendtijd | | on the public nets. This happens by means of the zendtijd for | | political parties. Also every party gets as much campaign money of | | the government. This way are also the small parties, then now | | improve, able their bring points of view under the attention. | | | | 1.12 sponsoring of political parties is prohibited. | | Tangle of interests with businesses must be will against. Political | | policy does not belong be buy. | | | | 1.13 money for research is supplied by gained seat. | | Parties are free in spending this money. | | | | 1.14 the President of the House of Commons becomes a civil servant. | | The Member of Parliament whom now chairs can debate better. By | | letting chair a civil servant, tevens the chance on (presence or | | absence of aware) partijdigheid by the President becomes smaller. | | | | The 1.15 numbers of weeks of that the chamber with reces is, is | | halved. | | Today the day is the House of Commons seventeen weeks per year with | | reces. Since the chamber the heart of democracy becomes, this number | | must reduce. THE PNVD present three-day vergaderweek, for example: | | Monday, Wednesday and Friday. Member of Parliament oaths get this | | way the chance beside their job with other matter of occupying | | itself. This ensures that they improve on altitude can remain of | | what there zoal in the society plays. | | | | The 1.16 numbers of bills by Member of Parliament are limited. | | The number of bills that by Member of Parliament can be submitted to | | be limited, to that prevent there concerning too much prospectless | | laws it must vote. To be there thirty or more Member of Parliament | | oaths which want submit a certain bill, then this has been always | | permitted. The number of chamber questions that can be put remains | | unlimited. | | | | 1.17 the people can enforce a referendum with 100,000 signatures. | | As from a referendum proves to be that the majority of people behind | | a bill stands from the people, is vote the House of Commons obliges | | concerning this proposal. Also the House of Commons can decide | | always a consulting keep referendum. A binding referendum does not | | come there, because cannot be expected of each person entitled to | | vote that which be absorbeds in each subject. This can be expected, | | however, of the members of parliament. | | | | The 1.18 provincial state elections are abolished. | | The commissioners of the queen also. Municipalities can make | | mutually agreements. If tasks municipalities cannot be settled | | mutually, that are transferred to The Hague. Can be thought for | | example of a project such as the Betuwe line. | | | | 1.19 the Waterschapsverkiezingen are abolished. | | A government institution will himself occupy with the water | | household. | | | | 1.20 all discussed bills are put on Internet. | | The integrated texts of everything what is said in the House of | | Commons, come stand both in English and in Dutch on Internet. This | | also applies to what is said in the municipality Councils. | | | | 1.21 all government publications become both English and | | Dutch-speaking. | | By publishing everything bilingual, one can keep track of the | | national and internationally political occupations of our members of | | parliament. | | | | 1.22 at disfunctioneren a civil servant gets never gouden a | | handdruk. | | A bouwvakker gets gouden handdruk also no after disfunctioneren. | | | | 1.23 the Head of State carries out only ceremonial tasks. | | It is incorrect if the Head of State can exert directly political | | influence. Because the Head of State is still considered by many | | Dutch as someone who can represent the people at socio-cultural | | level, such as the premier the PNVD do these provisionally no reason | | this raise function at political level, try. Given the representing | | task of the Head of State must discuss these minimum tweewekelijks | | with the premier. | | | | 1.24 the premier reads the throne reason. | | The throne reason is established by the government. The Head of | | State gets the possibility his own speech, with socio-cultural | | character, of keeping. | | | | The 1.25 Netherlands Antilles and Aruba can independent become. | | When from a referendum under the occupants of one of these islands | | becomes clear that they want become gladly independent, then the | | PNVD agree. When the this case is not, be possible islands these | | municipalities become. | | | | 1.26 a good system of control for voice machines comes there. | | For manipulatie of votes at electronic voice machines handmatige a | | control of the voice interview must occur always possible be. At | | every voice papers listing must be made. Those it is checked by the | | voter and in a poll stopped. On the basis of random samples polls | | become compared to the results of voice machines. | | | | ---------------------------------------------------------------- | | | | 2. MUNICIPALITIES | | | | 2.1 municipalities get more autonomy. | | The realm government must only the tasks which cannot be settled by | | municipalities mutually to carry out. Can be thought for example of | | the maintenance of snelwegen. Municipalities can formulate their own | | policy, subject to this in fight is not with what has been | | stipulated by the realm government. Thus municipalities for example | | themselves can ascertain whether they search preventively permit and | | if she stipulated forms of to beg illegal couples. Also | | municipalities can conduct their own culture and monument policy. | | | | 2.2 no higher molar threshold; coalition government also no. | | For explanation, to see point 1.1. | | | | 2.3 a local party can take maximum 45 percents of all seats. | | For explanation, to see point 1.4. | | | | 2.4 burgomasters are chosen by the municipality population. | | The inhabitants of every municipality choose their burgomaster for a | | period of four years. This happens in two rounds. The three | | candidates with the most of votes continue to the end round. | | Burgomasters represent their municipalities at political level. They | | can put aldermen from their function and can himself from their | | function be put as a tweederde of the municipality Council members | | this wants. | | | | 2.5 the college of B&W is abolished. | | The aldermen become uitvoerenden; the municipality Council members | | formulate the policy. After choosing an alderman by the largest | | party descend, there fictitiously seats of that party, namely | | ( seats parts by the number of aldermen) | | to seats. The party which afterwards it is massive chooses a next | | alderman, etc. The seat number of right is, then the party chooses | | which it most of number of got reststemmen initially a next | | alderman. | | | | 2.6 the seat partitioning by party becomes more democratic. | | For explanation, to see point 1.8. | | | | 2.7 each party gets as much campaign money. | | For explanation, to see point 1.11. | | | | 2.8 sponsoring of political parties is prohibited. | | For explanation, to see point 1.12. | | | | 2.9 interim elections become possible. | | Because municipalities get more autonomy, they get responsibilities | | also more. This brings with with itself that there a possibility for | | interim elections must be. This will take place as more than fifty | | per cent of the municipality Council members this wants. | | | | 2.10 municipalities levy no taxes. | | Instead of all kinds of different taxes, like for example the | | waterschapsbelasting and the VAT, the PNVD want which only still tax | | and national insurance contributions are implied. Citizens see this | | way exact what them to tax to pay. The only exceptions on this its | | taxes on polluting products and the corporation tax. See also point | | 16.25. | | | | 2.11 inhabitants must give authorisation for municipal divisions. | | Because for example adding municipalities for the inhabitants to | | itself can bring sometimes far-reaching changes, must agree more | | than fifty per cent of all occupants of every municipality | | concerned. | | | | 2.12 all discussed bills are put on Internet. | | For explanation, to see point 1.20. | | | | 2.13 all municipal publications become both English and | | Dutch-speaking. | | For explanation, to see point 1.21. | | | | 2.14 a municipal referendum can be never binding. | | There cannot of each person entitled to vote be expected that who be | | absorbeds in each subject. This can be expected, however, of the | | members of parliament. | | | | 2.15 a good system of control for voice machines comes there. | | For explanation, to see point 1.26. | | | | ---------------------------------------------------------------- | | | | 3. EUROPE & WERELDPOLITIEK | | | | 3.1 less power must there to Brussels. | | The Netherlands formulates himself its own policy. Cooperation with | | other countries is desirable. The Netherlands threatens too much | | power to Europe finished must stand in the European Union be able | | remain, then we step. To our opinion the political policy in the | | Netherlands is already too much coordinated on what is European | | feasable or is needed seems. | | | | 3.2 at EU-verkiezingen are voted on landoverschrijdende parties. | | All EU citizens can vote therefore on all parties which register | | themselves, irrespective of in which country the party has been | | founded. The election programmes to all EU-talen are translated by a | | European translation office and on Internet put. | | | | The 3.3 United Nations must more democratic become. | | At present five countries have for example a vetorecht in the | | Security Council. This this way must be. To this in 2010, then must | | the Netherlands from the UN has changed nothing step. | | | | 3.4 all VN-landen sign a democracy treaty. | | This treaty obliges all VN-landen to delivering a democratic country | | when that is occupied attacked or, or when a coup is committed. This | | means that there requirements must be formulated when a country is | | democratic. Those can be tightened up in the future possibly. | | | | 3.5 an international fund must come there that purchases medecine | | rights. | | This fund can be managed by the United Nations. The fund buys | | medecine rights for example AIDS or tropical sicknesses. | | | | 3.6 it is strived for a worldwide prohibition on exports and import | | levies. | | Honest trade is this way promoted. Poor countries have today the day | | frequently charge of dishonest trade appointments between Western | | countries. The west is this way guilty to the poverty in third world | | lands. This debt (partially) purchase with development aid is | | doubtful. | | | | 3.7 the Netherlands maintains the percentuele expenditure level for | | development aid. | | The money can become only used for structural solutions (to see also | | point 3.6) or for food aid. An example of a structural solution is | | spreading condooms. Also the debts of Low Income Countries are | | acquitted. | | | | 3.8 the international sentence court gets an international special | | squad. | | The international sentence court is this way less dependent on | | national governments concerning tracing and taking up people which | | suspected becomes of crime against the menselijkheid. | | | | ---------------------------------------------------------------- | | | | 4. Army MATTEr | | | | 4.1 must become tried there to set up a European army. | | Separate Member States can specialise themselves in certain | | legerdivisies. Thus coast countries can lay their priority at the | | Navy. It is not the intention that Netherlands its countries and air | | power raises. There must be one person who is the boss concerning | | all Dutch armed forces. These give account to the minister of | | defence. EU-leger also have one opperbevelhebber. | | | | 4.2 the Netherlands must step from the NATO. | | This only when points 3.4 and 4.1 have been realised. | | | | 4.3 is abolished conscription. | | Every Dutch adult citizen can be called today the day to serve in | | the national army. In theory it is therefore possible that also | | people who do not stand must take part in a combat behind a war. It | | is better in case of need complete the profession army on the basis | | of vrijwilligheid. Hopelijk this will be never necessary. | | | | 4.4 the army can bring in only persons as from sixteen years. | | Also nobody is transmitted under twenty to conflict areas. Young | | people remain this way protected against gewelddadigheden and gain | | no traumatic experiences. | | | | 4.5 a worldwide prohibition must come there on certain weapons. | | Prohibition must apply among other things to nuclear, chemical and | | bacteriological weapons. These weapons have been, as it happens, | | only arranged for mass destruction. Prohibition must also apply to | | mines, because those too much citizen laughing sacrifice cause. | | | | 4.6 no weapons are provided to undemocratic regimes. | | By selling weapons to undemocratic regimes, the oppression of people | | in the concerning countries is supported indirectly. | | | | ---------------------------------------------------------------- | | | | 5. STIMULATING RESOURCES | | | | 5.1 soft drugs and hard drugs are legalised. | | Soft drugs become legally as from twelve years and hard drugs as | | from sixteen years. The suppliers of drugs are obliged with the | | drugs approved for the provide, with then the dangers. At buying | | hard drugs one must legitimise oneself, because inhabitants of | | countries where use of hard drugs is illegal here no hard drugs can | | buy. THE PNVD dissuade drug use. For the teachers an important | | informing task has been put aside. The suppression of drug use lays | | to seizure on the resources of police force and judicial authorities | | also too much, whereas it is confessed that always with little | | effort to drugs come will be. By the legalisation of drugs that much | | become cheaper, as a result of which highest probably less | | drugsrelated crime will take place. | | | | 5.2 smoke, gamble and drinking alcohol becomes legally as from | | twelve years. | | The suppliers of rookwaar and alcoholic spirits are obliged approved | | for the provide, with then the dangers. It is well if young people | | get the chance to carry responsibility himself and own choices to | | make. If young people are too much patronised they will behave | | itself correctly irresponsably. | | | | 5.3 alcoholic spirits, tabakswaar and drugs become accijnsvrij. | | THE PNVD dissuade exuberant drankgebruik and all tobaccos and drug | | use. Toch she thinks that people must carry their own | | responsibility. The suppliers of these resources are obliged | | approved for the provide, with then the dangers. By accijnzen and | | prohibited products get also a positive image at some people. | | | | 5.4 publicity for drugs, alcohol and to smoke is permitted. | | There, however, an obligatory information text must be shown at | | publicities. This text and the form of it must meet government | | conditions. | | | | 5.5 drive under influence heavily is twice this way punished. | | Because people under influence drive there many ongelukken arise, | | frequently with deadly result. The current sentences do not stand in | | proportion to the danger - also for third parties - of drive under | | influence. | | | | 5.6 parents continue free stimulating prohibit resources to their | | children. | | Just like this applies to all kinds of other matter. | | | | 5.7 the government must manage no casinos or lotteries to keep. | | Today the day happens this, however. This is not however something | | where the government must keep itself busy. The Netherlands casinos | | and the state lottery must be privatised therefore. | | | | ---------------------------------------------------------------- | | | | 6. JUSTICE | | | | 6.1 the jurisdiction has been based on laws of the House of Commons. | | Today the day is the this not always case. An example. After the new | | euthanasia legislation was informed could not political say if the | | euthanasia of ex-senator Brongersma under that new legislation fell. | | A judge had ascertain whether also mental suffer unbearable could | | be. A another example. In prive-bezit have of kinderporno became in | | 1998, illegal because a judge decided this personally. The chosen | | members of parliament must formulate the policy. | | | | 6.2 there does not have be tolerated. | | When a someone law hears overtreedt stand there therefore always a | | sanction compared with. This creates clarity. | | | | 6.3 Schikkingen are prohibited the judge for for criminal matters. | | This prevents class justice. Rich people can purchase differently | | their lawsuit and this way a possible punish or public condemnation | | to escape. | | | | The 6.4 limitation periods at assassination are abolished. | | It is frequently unbearable for surviving dependants if a matter can | | never more come for a judge. Also unsolved assassination matter must | | be from dato again evaluated twenty years, because then perhaps new | | information comes above water. The current government this will | | introduce 1 January 2005 as from. | | | | 6.5 laws apply never with retroactive effect. | | One must the guarantee has that life according to the applying | | legislation later not still to a condemnation can lead. | | | | 6.6 complaints concerning justice are independently assessed. | | A rural commission will settle these complaints. In practice | | appears, as it happens, that the independence of the complaint | | treating ear barrage to frequently wish. | | | | 6.7 legal advice must more accessible becomes. | | The offices for legal advice, the law centres and other first legal | | advice supplies must become () free and there must come more for | | free children and young people law centres. | | | | 6.8 the magistrate in a juvenile court continues exist. | | Young people up to sixteen years must be differently treated than | | adults. | | | | 6.9 cousin functions of judges must be public. | | At certain matter combinations of cousin functions and legal | | functions are considered by some people as absolutely incompatible. | | | | 6.10 organisations can become only prohibited as those recalls to | | violence. | | Individuals cannot be condemned because of the law criminal | | organisations. It becomes differently too easy persons who do | | nevertheless continue nothing illegal. | | | | 6.11 no money is by it promised justice at gouden tips. | | When someone has knowledge concerning an illegal offence, then it is | | a citizen duty this pass on knowledge to the police force. | | | | 6.12 citizens are not oblige carry an identification document at | | itself. | | Differently one not even whole nude concerning street is able run. | | See also point 9.7. | | | | 6.13* | | | | 6.14 victims and suspected more spreekrecht get during lawsuits. | | The victims or surviving dependants tevens always get to information | | on the pronouncement thuisgestuurd, unless they do not indicate | | expressly these receive to want. | | | | 6.15 possible extradition of suspected by case it is assessed. | | When someone chance runs the sentence or another get lijfstraf, is | | never extradited. | | | | 6.16 fire weapon possession is at home permitted no longer. | | This implies concretely that hunters and sport drawers must | | categorise their fire weapons if they do not use that at | | schietvereniging. Improper use of fire weapons takes place this way | | less rapidly. | | | | 6.17 no double strafbaarstelling, excluded for child abuse. | | Dutch citizens can be never condemned in the Netherlands for matter | | but which is not here illegal in the country where they have been | | committed. If the Netherlands finds that certain countries have a | | found oneself legislation, then she must address those countries | | then but. To child abuse (including besnijdenis), however, double | | strafbaarstelling continues apply. See also point 9.9. | | | | 6.18 provoking illegal behaviour government agencies remains | | forbidden. | | The Netherlands must no police force state becomes. By to provoke | | and by means of creating certain situations is almost move everyone | | to illegal operations. | | | | The 6.19 ages on which one becomes adult, reach sixteen years of | | age. | | This means for example that one can put oneself in the future | | eligible as from sixteen years. Also dovetails this good the | | learning duty which applies up to the sixteenth life year. | | | | 6.20 errors lead to sentence reduction. | | It is not almost directly correctly as errors to dismissal of | | prosecution lead. sentence reduction at errors continues necessary | | there after ensure that the Public Prosecution Service continues act | | carefully. | | | | 6.21 discrimination has been permitted, except by the government. | | The government apparatus and even if its civil servants in function | | cannot discriminate. The citizens can this, however. Thus for | | example a baker can refuse people with green her the access to its | | bakery. The same baker can refuse also kleurlingen. Pay attention, | | however, everyone is free because of this fact this avoid bakery! | | Recalls to wetovertredend behaviour, such as recalls to violence, | | remain illegal. If discrimination is permitted, becomes better | | visible what thinks people and as a result problems is exposed. By | | confrontations from the way to go fissure asked or leaves correctly | | the bomb. People have been now frequently frustrated because they | | have the idea that the government stipulated groups protects. By the | | current legislation they must hold back these frustrations with all | | possible impact of serves. Positive discrimination becomes of course | | also possible. Thus a company can choose only vagrants to adopt. | | | | 6.22 freedom of religion not separate in the legislation. | | This freedom falls already under the freedom of opinion expression | | and other laws. | | | | ---------------------------------------------------------------- | | | | 7. POLICE FORCE | | | | 7.1 complaints concerning the police force are independently | | assessed. | | For explanation, to see point 6.6. | | | | 7.2 declaration of indictable offences can be done by means of | | Internet. | | For this kant-en-klare come exactly invulformulieren on a Internet | | site with. Declaration on the police station remains also possible. | | An advantage of electronic declaration is that the declarations can | | be sorted more rapidly and settled. | | | | 7.3 every district and every small village get two Bromsnorren. | | These agents live in their work area and have alternatively service. | | They are fines and arrest-competent. Also they can recommend | | referring citizens from their area and zonodig. Personal learning | | know the local residents by the Bromsnorren is important, because | | this way they know what plays there in the district or the village. | | Bromsnor can acquire at any time sheriffster and thereby competent | | action. | | | | 7.4 agents must give no information on schools. | | Agents can their time improve twinges in the maintenance of the law. | | | | 7.5 ME-kosten made to join in paying taken up babbling shovel | | presses. | | Babbling shovel presses is faced this way directly with what brings | | with their behaviour to costs with itself for the society. | | | | 7.6 lakes get back numbers. | | It is this way improve to determine which more certain behaviour | | shown. This can for example skilful be when a more unnecessary | | (much) violence used. The back numbers change by action, so that the | | identity of the lakes is as well as possible protected. | | | | 7.7 DNA can never as ultimate and unique proof material is seen. | | DNA purchase can be an useful means for identification. Must occur | | however become that at offences on the basis of DNA material | | conclusions are too rapidly drawn. | | | | 7.8 all interrogate are taken. | | The lawyer and it Public Prosecution Service get this way insight in | | the circumstances among which suspected judgements have done. The | | lawyer can use the prerecordings for the maintaining. Public | | Prosecution Service can use these also. | | | | ---------------------------------------------------------------- | | | | 8. TO PUNISH | | | | 8.1 sentences must be based on the prevention of recurrence. | | The most important aim of our sentence system must fall be the | | prevention that law contraveners in recurrence. There also a | | preventive functioning must assume. Genoegdoening to victims and | | disadvantaged is also important, but frequently impossible. The | | committed offence is not reverse. | | | | 8.2 sentences must become higher at recurrence of the same offence. | | This way the society improves is protected against people who are | | leathers, because those people less will commit rapidly the same | | offence. | | | | 8.3 no decrease in cell sentence. | | This does not mean that the PNVD find that there must be punished | | more heavily. However, it is this way realised that one after | | condemnation weet what the exact cell sentence of a person will be. | | Now becomes prisoners who well carried nearly automatic eenderde of | | their sentence acquitted. At bad behaviour cell staff can possibly | | be extended by a judge. | | | | 8.4* | | | | 8.5 each gedetineerde gets a type accompaniment or treatment. | | This irrespective of the duration of the cell sentence. The | | accompaniment or prevent treatment personally and it has been aimed | | for repetition of offence company. Is important that the | | gedetineerde in its dignity is left. At gedetineerden who have | | serious crime, such as assassination or heavy geweldpleging, on | | their conscience and at seriously psychiatric patients a type | | TBS-systeem, where their detention can be extended annually, | | applies. Appraisal or lengthening must take place to be done by | | independent doctors. The patient can request if required second | | opinion. Under accompaniment return in the society must it be | | possible. | | | | 8.6 each gedetineerde gets its own cell. | | Placing several prisoners in one cell can be for the bewaarders and | | also for the prisoners concerned (lives) dangerous. Only as both the | | bewaarders and the prisoners prefer shared warrants can by | | individual case exceptions be made. | | | | 8.7 Zedendelinquenten must be stuck on a separate department. | | The this case is not, then also the Netherlands has, already it is | | indirect, lijfstraffen. | | | | 8.8 prisoners keep voting right. | | This right cannot be taken away prisoners, because they continue | | determine component of the population. | | | | 8.9 a prisoner can keep a small house animal (cell animal). | | This does not go up for prisoners who have maltreated an animal. | | Suitable animals are for example guinea-pigs and ham-delicate. | | | | 8.10 task sentences are shout with joy when they appear effective. | | The most important aim of a task sentence is prevent that punished | | repeats. The effectiveness of task sentences must be measured | | regularly. | | | | 8.11 offenders get no sentence reduction in exchange of deals. | | Also using criminal burgerinfiltranten is prohibited, excluded at | | terrorism suppression. What is a declaration worth of an offender | | who gets decrease in cell sentence in exchange of that declaration | | or otherwise is rewarded? | | | | ---------------------------------------------------------------- | | | | 9. SEXUALITY & INTIMACY | | | | 9.1 sexual information is given as from the small child school. | | Sexuality is an important aspect of living. It has been found | | oneself for children as long as possibly because to remember of | | knowledge concerning sexuality, this way the taboo continues exist. | | | | 9.2 young people can contract sexual contacts as from twelve years. | | Young people have been possible contract sexual contacts since 2002 | | as from sixteen years. By 2002 they could this under conditions as | | from twelve years. Young people do not have themselves protected if | | them that do not want: young people indicate that want stipulate be | | able them with who them sexual contacts to contract. THE PNVD want | | abolish in the long run this age limit entirely. The reason for this | | is that only abuse must be punished, as enforced contacts. At | | dependence relations, for example between docent and student and at | | incest, provisionally an age limit of sixteen years will will apply. | | | [IMG] | 9.3 dangerous sex with minors remains illegal. | [IMG] | This applies among other things to endangers of minors if one HIV is | [IMG] | contaminated, or sadomasochistische situations where damages appear. | [IMG] | Adults must know this itself, young people remain protected. | [IMG] | | [IMG] | 9.4 pornography can be transmitted by day. | [IMG] | Pornography in itself is not detrimental. Violent porno can be | [IMG] | transmitted only at night late, just like the this case is for other | [IMG] | films for which an age recommendation applies of sixteen years. See | | also point 9.5. | | | | 9.5 as from sixteen years one can appear in pornoproductie. | | THE PNVD want in the long run that young people can appear as from | | the moment that they can sexual contacts contract, also in | | pornoproductie if they gladly want this. | | | | 9.6 the age limit as from one can which prostitute oneself sixteen | | years of age reach. | | Since many hoeren (male and female) end up there still because of | | circumstances in this profession and no supervision are during the | | occupations with a customer, young people donot can carry out this | | work. | | | | 9.7 everyone can walk around outside nude. | | There are no founded reasons not permit this. Because of hygiene | | nude cursors must use, however, a towel if they will sit on public | | zitplaatsen in for example parks or on stations. | | | | 9.8 Prive-bezit of child pornography is permitted. | | Up to 1998 this in the Netherlands the case was. The most of | | politicians savages unchain no practising witchcraft huntings. Of | | this now clear, however, talk is and this produces nothing. A | | prohibition on possession of kinderporno is censure. Tevens ontstaan | | by it all kinds of illegal immigrant, unverifiable circuits. Money | | deserves (ruil) trade remains provisionally, however, illegal. See | | also point 9.5. | | | | 9.9 Besnijdenis of boys and little girls under sixteen becomes | | illegal. | | Except for its medically necessary besnijdenissen doctoren or | | surgeons. Some boys have for example a too narrow voorhuid. | | | | 9.10 sexual contacts with animals remain legal. | | Sexual maltreatment of animals remains illegal. | | | | 9.11 the marriage is crossed out from the legislation. | | Or one yes or no marries must no influence have on which legislation | | applies to the people concerned. People whom want marry must this | | outside the government to regulate. Churches can continue execute | | marriages, private institutions can this also. | | | | ---------------------------------------------------------------- | | | | 10. EDUCATION | | | | 10.1 primary schools cannot be based on a religious basis. | | It is important that children no belief vision is forced. Parents | | can send their children, however, to a religious institution, such | | as a church or a mosque. Today the day go for example many Turks to | | a Moslem school. Thus the foundation is however laid of apartheid. | | Other factors must more important become for the choice of the | | school. Of the distance to the woonhuis or the used methods can be | | thought. | | | | 10.2 after the primary school children themselves choose their | | school. | | Parents and schools can recommend children at this choice, but the | | children make eventually the choice. This choice is not related | | moreover at the education level. | | | | 10.3 schools cannot be sponsored. | | Sponsoring damages, as it happens, the independence of schools. | | | | The 10.4 state schools have an acceptance duty. | | The state schools have an acceptance duty what concerns students and | | (starting) students, unless there is no more place. | | | | 10.5 everyone can study maximum six years after the middle school | | for free. | | After the middle school everyone can study at the expense of the | | state six years. Afterwards one must will pay all study costs | | themselves. The starts and do not do continuation age of the study | | to the point. | | | | 10.6 in principle must nobody tuition fees or pay study books. | | school books are for free supplied by the schools, but remain | | property of the schools. People who have studied years already six | | after the middle school must pay, however, tuition fees and study | | books. | | | | 10.7 study financing comes expire. | | The unnecessary rondpompen of money are stopped. However, money will | | remain become given to uitwonende students for their maintenance, | | this by means of the basis benefit. See also point 20.4. | | | | 10.8 the education inspection inspects the schools and does of it | | report. | | The reports are in public and come also on the Internet stand. The | | inspection does report of among other things the number of students, | | lettuce going percentages, hygiene and security on the schools. Also | | the school pleasure is assessed, this by means of inquiries under | | students. | | | | 10.9 the learning duty continues apply up to the sixteenth life | | year. | | There must be no remember possibility for children of education. The | | types education from which can be chosen will increase moreover | | probably. See point 11.1. | | | | 10.10 child benefit is given for children up to twelve years. | | Getting children is a choice of the parent (s). For this reason the | | parents must carry also the additional financial responsibility. The | | government will give financial compensation to parents with children | | up to twelve years for the maintenance of their children. Tuition | | fees will not sit, since education becomes entirely free. | | | | 10.11 more study into 1-op-1 education. | | Of individual education it is, however, said that it learn the | | fastest and most effective manner of is. Must be examined to what | | extent this where is, or alternative kostentechnisch this to realise | | is, and which demands would have made to counsellors. | | | | ---------------------------------------------------------------- | | | | 11. SUBJECT MATTER | | | | 11.1 schools get large freedom to choose the learning substance and | | learning method. | | The only way this freedom is restricted, is that the subject matter | | on primary schools can no religious basis. (To see point 10.1.) | | Obliges some professions also its. (To see point 11.3.) This means | | that schools get large freedom in the provision of their subject | | matter and learning method. Thus they can will teach for example | | outside or singing will teach. Diploma-eisen stipulate the rural | | government and the examinations remain rurally identical. Government | | financing takes place by child, without further requirements. | | | | The 11.2 quantities of participation of students and parents | | stipulate the school himself. | | Diversity is this way promoted. Students and parents choose the | | school of which they think that that at them is appropriate, | | therefore natural selection takes place this way automatically. | | | | 11.3 the government obliges some professions on bases and middle | | schools. | | The government intervention with bases and middle schools exist that | | obliges some professions data must become. The interpretation of | | these professions is to the schools themselves. Zwemlessen become | | obliged on primary schools, kindest in the first groups. The | | remaining professions which must be given in each school year to be: | | Sceptically think sport, English, ambulatory knowledge, history and | | the profession. This last profession must contribution to the | | development to independent thinks. ambulatory knowledge must respect | | for andersdenkenden and promote anderslevenden. Subjects concerning | | the sexual history are added to the examination of history. | | Anti-pestlessen can at all professions return when for that reason | | is and must it tease for the talk to come at ambulatory knowledge. | | | | ---------------------------------------------------------------- | | | | 12. REFUGEES & ASYLUM SEEKERS | | | | 12.1 refugees as much as possible is caught in the region. | | There a treaty must be established that dovetailed the UN land for | | that purpose obliges. The costs for the relief are mainly for the | | account of the UN. It is better keep people near at house than that | | they are categorised in cultures strange for them. | | | | 12.2 within the EU every asylum application but one time is treated. | | A European coordination office regulates the assignment of asylum | | seekers to the countries. The number of asylum seekers that to a | | country becomes is assigned on the inwonertal. The possible refugees | | who are received in EU countries end up mainly Europe and Russia. | | | | 12.3 family members are not separated at the relief. | | It is inhuman sever the bonds unnecessarily. | | | | 12.4 at under 21 asylum seekers also the rights of the child apply. | | This means for example that these asylum seekers no education can be | | remembered and that they cannot be put zomaar on the street. | | | | 12.5 constant violences or life danger is the only reasons for | | relief. | | Only people who have continuous to do with violence towards their | | person or that life danger run qualify for relief. By all | | andersdenkenden and - zijnden to catch or it is prevented that that | | a life must lead full fear, but the progress of countries is this | | way thwarted indirectly. | | | | 12.6 no integration policy. | | There comes no doelgroepgericht to policy to let incorporate to | | immigrants. The term foreign must disappear automatically and are | | not propagated by the government. For the PNVD everyone is ordinary | | citizen. Integration cannot be enforced and diversity is long not | | always negative. | | | | 12.7 consequences do not link to obtaining an integration | | examination. | | This oral examination only concerns the Dutch laws. The examination | | can be decreased in its own language. Everyone who succeeds gets a | | law notebook with in this the most important legal texts. This | | notebook is minimum bilingual (Dutch and English), plus possible in | | a third, own language. After for succeeding one is official | | Dutchman, with all thereby belonging rights. When one does not | | succeed one has therefore voting right still no. Children under | | twelve become directly Dutchman. | | | | 12.8 municipalities have been obliged weekly for free stipulated | | lessons to offer. | | These lessons are: English, Dutch, and sceptically think ambulatory | | knowledge, history. (To see also point 11.3.) The lessons are given | | in neighbour homes. At a too low animation the region is increased. | | | | 12.9 a one-off general pardon comes there. | | This general pardon will apply to all resistance workers who are | | here minimum three years as well as for everyone who sits already | | minimum three years in a asylum seeker procedure. This procedure can | | last afterwards never longer than one year. | | | | 12.10 resistance workers are turned off under supervision. | | Resistance workers are not tolerated and under supervision are | | turned off. They are brought back to the country where they come | | from. When this is impossible, for example because a certain country | | does not cooperate totally, is tried categorise the person in a | | neighbouring country of that country. Also this does not succeed, | | then he or they can remain permanent in the Netherlands. Voting | | right and Dutch nationality are acquired after gaining the | | integration examination. See also point 12.7. | | | | 12.11 everyone have one passport. | | A definitively allowed refugee becomes Dutchman after gaining the | | integration examination. The previous passport is now no longer | | valid. Expatriate who are no asylum seekers, like for example | | American that here jaartje want live, keep their own nationality and | | have here therefore voting right also no. Naturalisation remains | | possibly if to the current conditions for that is satisfied and the | | integration examination has been gained. Also then the previous | | passport is no longer valid. | | | | 12.12 as from the moment that one is Dutchman one has voting right. | | One can then therefore votes for all elections in the Netherlands. | | | | 12.13 at departure, however, papers, at arrival in the Netherlands | | no longer, then. | | Asylum seekers who at arrival in the Netherlands no more papers | | have, whereas they had that, however, at their departure, are | | returned directly to the country as from which they left. | | | | ---------------------------------------------------------------- | | | | 13. MEDIA | | | | 13.1 public broadcastings can a religious basis have. | | In the public establishment continue announce such as the NCRV, the | | KRO and the EO welcome, just like CDA, the Christian Union and the | | SGP to the political elections can participate. | | | | 13.2 on the broadcastings of the public establishment it is voted. | | These elections take place for the four years. The possible changes | | in granted zendtijd enter six months after voting. Minimum zendtijd | | to get is one per cent of the votes. Conditions are no longer put to | | the contents of programmes the broadcastings stipulate how they | | spend their money. To the broadcasting elections also new | | broadcastings can participate. Broadcastings like for example the | | NOS and the humanist broadcasting must participate also with these | | elections to be able get zendtijd. | | | | 13.3 public senders can no commercial activities develop. | | The broadcastings get their money of the government and by means of | | possible membership money or donaties. Donaties and sponsoring from | | businesses have not been permitted. Also there no publicities can be | | transmitted and can kijkers not be called to ring to 0900-nummers. | | | | 13.4 a commission for the journalism can impose fines and corrective | | measures. | | This commission is an independent institution for citizens where | | with complaints concerning the commercial and public media rightly | | is possible everyone. The commission must stand press freedom very | | high in the standard. The commission can impose also fines or | | corrective measures. This happens when a journalist or medium | | manipulates for example consciously truth (repeatedly) seriously. | | The current Council for the journalism for example what more powers | | can get to bring about this. | | | | 13.5 PO Box 51 is abolished. | | PO Box 51 is especially propaganda of the government, it is wrongly | | too belerend and can as a result work. The current information | | concerning dangers of certain products must oblige are done by the | | producers of those products. See also point 5.1. All other | | information supply can take place by means of the public debate. See | | also point 13.6. | | | | 13.6 on the third net all parliamentary debates are transmitted. | | This third net is only used for political discussions and | | reportages. Also get zendtijd on this net the political parties. | | | | ---------------------------------------------------------------- | | | | 14. MOVEMENT & TRANSPORT | | | | 14.1 the NS returns in government hands and travel by train become | | free. | | This way people are motivated to travel by train, as a result of | | which improves the environment is protected. Also it promotes the | | mobility of certain citizens. Or other types public transport free | | become every municipality himself can stipulate. | | | | 14.2 it is recommended the number of increasing zitplaatsen on | | NS-stations. | | On certain stations one can not always find a zitplaats during the | | peak hours hours. Also order the PNVD stopper contacts for new as | | well as old go by train to, so that one can connect for example a | | rag top. The crime on and around the stations is reduced by | | punishing veelplegers more heavily and improves to accompany. See | | also chapter 8. | | | | 14.3 an excise comes there on kerosene. | | Because planes just like cars the environment comes pollute there | | also an excise on kerosene. The excise on petrol remains maintained | | because combustion pollutes of it the environment. | | | | 14.4 schools and speelplaatsen come around 30 km hours areas. | | This type areas is of vital importance. | | | | 14.5 mooring new snelwegen has no priority. | | Mooring new snelwegen is no solution for the current traffic-jam | | problems. In a densely populated country if must correctly as much | | as possible the individual transport it are limited and are the | | Netherlands gezocht where possible for group transport, for example | | by means of the public transport. See also point 14.1. | | | | ---------------------------------------------------------------- | | | | 15. HEALTH CARE | | | | 15.1 for free basis cares by means of the government. | | For the basis care one must therefore no longer insure itself. The | | contraceptive pill and sterilisation its component of this basis | | care. For certain matter, like for example homeopathie, one can | | insure oneself private additional. | | | | 15.2 private care institutions have been permitted. | | These are not financed by the government and they are very strictly | | checked just like the state institutions on delivered a quality | | product. The results of these controls come stand in Dutch and in | | English on the Internet. | | | | 15.3 euthanasia is also permitted at mental suffers. | | Everyone whom well-considered dead wants must itself the decision is | | able take to euthanasia. Also to euthanasia at mental suffering a | | route must apply such as that the day already at physical suffering | | the case today is. | | | | 15.4 or one body donor wants be at the passport issuing to be | | registered. | | When one gets a passport or an identification document one must | | indicate also if one wishes body donor become or remain. At children | | under twelve the parents stipulate this. Young people between twelve | | and the sixteen years decide themselves. If they have granted | | authorisation to orgaandonatie the parents must agree always still. | | If the child has no authorisation is given orgaandonatie to has not | | been permitted, irrespective of the opinion of the parents. | | | | 15.5 care institutions must supply information to the government. | | The care institutions must give information treatment carried out | | concerning for example the number of and offered and the costs of | | it. A government office puts vervolgens this information in Dutch | | and in English on the Internet (a public information counter) and | | can check zonodig the data. | | | | 15.6 Schizofrenen and psychopaten must be rather treated. | | This treatment, including possible medicatie, can be imposed them | | doctors if for this perceptible reason is. This must happen in some | | cases earlier than today the day the case is. Also schizofrenen and | | psychopaten must get if necessary their complete life accompaniment, | | for example in the form of buddy. | | | | 15.7 home care must be stimulated. | | Home care is relatively cheap and it helps the social functioning of | | the elderly; it is more. | | | | 15.8 more nurses/doctoren and less managers at care institutions. | | The number of nurses and doctoren at subsidised care institutions | | must omhoog, the number of managers omlaag. These numbers must be | | stipulated on the basis of the number of patients. Doctoren must be | | always in paid employment, they can offer no longer their services | | by means of its own company. | | | | ---------------------------------------------------------------- | | | | 16. FINANCES & UNDERTAKE | | | | 16.1 no budget deficit can be there. | | Both the rural government and the municipalities can to no budget | | deficit let arise. The current national debt must be paid back | | including the interest about that. The government gives a bad | | example by lending because money, this for a rich country such as | | the Netherlands necessary must be. The coming generations must this | | debt pay off, whereas they are not for this debt responsible. | | | | 16.2 the rural government must only occupy himself with core | | functions. | | Taxeses which become be collected by the government must only to be | | used for the financing of the core functions of the government. | | | | 16.3* | | | | 16.4 the corporation tax goes omlaag for the in the middle of and | | small company. | | To occur that there in the future only still multinationals remain, | | it is better small-scale companies less corporation tax let pay. | | Buurtwinkeltjes and small boerenbedrijfjes get this way more | | legitimacy, as a result of which it will become in practice also | | more sociable. At this moment the sme pays already less corporation | | tax, but the PNVD want increase it difference: concerning the first | | one pays 25,000 euro only 20%, concerning superior 30%. | | | | 16.5 all civil servants in equal functions deserve the same. | | This concretely the age keeps in that and the number of years of | | service no longer of influence is informed of the salary. | | | | 16.6 no wealth tax needs there be paid. | | Interest and dividend turnovers are considered as an income, | | therefore about that, however, tax must be paid. | | | | 16.7 property the matter tax is abolished. | | This veiled wealth tax is crossed out. See also point 16.6. | | | | 16.8 donations and inheritances become minimum 50 percents less in | | charge. | | It is a right give money to which or what one wants but. The | | government holds back its citizens of this often, because she claims | | a large percentage of the money. A inheritance is also a type | | donation. | | | | 16.9 none is as little as possible given or subsidies. | | Thus agriculture subsidies are for example stopped. Subsidies make | | dependenter people and frequently disadvantage others. Also a | | subsidy ensures often that the recipients politically more correct | | behaviour will show, frightened if they are lose subsidy. If the | | government stipulates when citizens and institutions qualify for | | subsidies with that choice freedom is automatically influenced. The | | subsidizing of top sport is phased abolished. Subsidizing of top | | sport leads to the fact or mostly that more medals are obtained on | | the Olympic game, but everyone has not been just as charmed of (top) | | sport, certainly since this frequently to exaggerated nationalism | | leads. THE DDR obtained comparatively also always many medals. | | | | 16.10 the government and employers do not carry oblige at to | | nursery. | | Nursery does not have, as it happens, much money, there its cost zat | | people whom gladly with children want will and in itself can take | | this task. Abolishing obligatory licenses will make the nursery also | | cheaper. See point 16.22. | | | | 16.11 within and the Doorstroombanen (formerly Melkertbanen) are | | abolished. | | These have been subsidised partially. That finds the PNVD | | undesirable. See point 16.9. | | | | 16.12 work against payment have been permitted as from the 12th life | | year. | | Up to sixteen years the number of hours is that per week against | | payment right can be worked for the age of the worker. | | | | The 16.13 taxeses are collected by means of belastingschalen. | | The tax system becomes simpler. The tax percentage increases as | | entering increases. People who deserve more must in terms of | | percentage seen more pay because they keep net more money. | | | | 16.14 the housing benefit and the mortgage interest calculation are | | abolished. | | This is caught by means of belastingschalen. See point 16.13. | | | | 16.15 deductions are crossed out in favour of the tax rate. | | The tax declaration is possible indeed much easier. Several | | deductions must be crossed out, so that the general tax rate bursts | | out lower. | | | | 16.16 entrepreneurs can stipulate themselves the visiting hours of | | their companies. | | The shop time law is therefore raised. This cannot lead to exuberant | | nuisance. | | | | 16.17 a company becomes start in principle everywhere possible. | | The conditions are that there no violent nuisance can arise and that | | the security is not in the lawsuit. One can also a winkeltje in own | | house start, also if it concerns for example a row house in a | | volksbuurt. | | | | 16.18 the separate legislation for sex companies and seksshops is | | abolished. | | There money at present undeserved moralistic rules which it more | | difficult making to open sex hops for example. | | | | The 16.19 statutory minimum wages are abolished. | | Companies can offer this way also job under the current minimum | | wage. Companies and institutions will will offer more against each | | other on. This also the case will be for non specialist labour, | | because there also a basis benefit comes (to see point 20.4). The | | government will himself interfere as little as possible with trade | | unions. | | | | 16.20 licenses for companies as much as possible is added. | | The securities, environments and health aspects must be incorporated | | with the labour agreements in one license. One rural offices will | | will supply the licenses. This office is possible tevens | | exploitation prohibitions imposes if is not met (more) the | | requirements. | | | | 16.21 the government establishes a damage fund for calamities. | | At a possible calamity can be paid then to the gedupeerden. | | | | 16.22 no obligatory licenses for provisions call. | | For a number, like at the nursery and in the education, must the | | obligatory licenses call be abolished. Companies and institutions | | can stipulate themselves what the requirements for their employees | | must be. Today the day opa's must and grannies almost a license | | obtain to be allowed be appropriate on their children. | | | | 16.23 the government uses the as much as possible control system | | Linux. | | Linux open source, for free and are possible easy have become | | geu:pdate. | | | | 16.24 the government does not interfere himself with employment | | contracts. | | Employers stipulate themselves when and if they offer fixed | | employment contracts. Also the duration of the fixed employment | | contracts can be stipulated by the employers themselves. | | | | 16.25 the VAT (VAT) is abolished. | | Except for cloggings and corporation tax, the PNVD want which only | | still tax and national insurance contributions are implied. For | | explanation, to see among others points 2.10, 16.6, 16.7 and 16.13. | | | | ---------------------------------------------------------------- | | | | 17. ENVIRONMENT & FEEDING | | | | 17.1 on organisms no stalemate can be obtained. | | THE PNVD have been stalemate-delicate-ingot-driven against of | | organisms because this concentration from power results in. | | Companies patent-hamsteren will get genen in hands to be able | | practise control with that and their will be able lay to consumers | | and farmers. The consequence of this is that there undesirable | | dependence arises and more animal tests will take place with only | | gewin economic as an aim. | | | | 17.2 can genetic manipulatie and klonen only under strict | | conditions. | | It is incorrect on voorhand these new prohibit possibilities by | | means of legislation. The possible impact of it is unknown. However, | | it is important that it is kept on this type activities strict | | supervision for possible detrimental impact to occur. | | | | 17.3 if food is manipulated genetically this must stand on the | | label. | | This can be indicated the bests with especially, a kindest | | internationally, sign. | | | | 17.4 an universal sign must come there for products which vegetarian | | is. | | For products which are always vegetarian this sign does not need be | | used of course. Also must there obliges sign come for products where | | the zoetstoffen glutamaat or aspartaam to its added. All this as a | | supplement on the already existing signs for biological and | | ecological products. | | | | 17.5 core junction must be prohibited. | | There energy also none from the foreign country, bright with core | | junction, can be imported. People will deal this way | | more economical with energy. | | | | 17.9 industries must pay ecotaks. | | It must no longer this way be that to commit proportionally less tax | | must pay as the energiegebruik increases. | | | | 17.10 on vliegtickets clogging taxes are levied. | | Vliegtickets at present its still free of clogging tax, whereas | | planes pollute the environment considerably. | | | | 17.11* | | | | 17.12 a prohibition comes there on chlorine transports. | | The gesleep with chlorine are stop simple by producing and to use | | chlorine on the spot. | | | | ---------------------------------------------------------------- | | | | 18. DIERENWELZIJN | | | | 18.1 a treaty must reach there protection of the rights of the | | animal. | | Must be examined which rights of universal human rights must apply | | also to animals. Examples are the right not be tortured and other | | forms of violence or suffered to have undergo. Breeding animals | | which have all kinds of physically complaints by selective foresail | | (as from birth) must be prohibited. Also must be prohibited that | | cows stand the complete year on stable. | | | | 18.2 strict conditions to animal tests must be put there. | | animal tests can only take place when these are at bate of the | | public health. There always test of alternative research methods | | must take place. Perhaps in the long run all animal tests can be | | prohibited. | | | | 18.3 flesh and fish consumption people is prohibited. | | THE PNVD are against assassinations if it concerns now people or for | | animals. Breeding minks and other animals to use their fur-lined | | coat is also prohibited for this reason. Because a prohibition on | | flesh and fish consumption has a large impact for people who are | | operative in this industry, the government must approach these | | people financially so that they can their company transform as such | | so that assassinating animals no longer takes place. This | | prohibition gradually must be introduced and kindest in European | | link, to prevent this way criminal trade. | | | | 18.4 the sportvisserij must be prohibited. | | The freedom of the fish wins it here of the freedom of the sports | | and pleasure fishermen. This way return certain at | | automatically. | | | | ---------------------------------------------------------------- | | | | 19. KINDERRECHTEN | | | | This chapter is differently than the other, in the sense that it is | | only referred to the points in other chapters in which submit for | | the talk come that direct or indirect of influence are or to do have | | with the well-being and the rights of children. child rights in a | | separate chapter want write out have to as a risk that in other | | chapters the children are overlooked. THE PNVD believe that at every | | decision which is taken be taken into account must with children. | | | | 1.9 children get voting right as from twelve years. | | | | 1.10 laws which are related to young children are extra assessed. | | | | 5.2 smoke, gamble and drinking alcohol becomes legally as from | | twelve years. | | | | 6.7 legal advice must more accessible becomes. | | | | 6.8 the magistrate in a juvenile court continues exist. | | | | The 6.19 ages on which one becomes adult, reach sixteen years of | | age. | | | | 9.1 sexual information is given as from the small child school. | | | | 9.2 young people can contract sexual contacts as from twelve years. | | | | 9.5 as from sixteen years one can appear in pornoproductie. | | | | 9.9 Besnijdenis of boys and little girls under sixteen becomes | | illegal. | | | | 10.1 primary schools cannot be based on a religious basis. | | | | 10.2 after the primary school children themselves choose their | | school. | | | | 12.3 family members are not separated at the relief. | | | | 12.4 at under 21 asylum seekers also the rights of the child apply. | | | | 14.4 schools and speelplaatsen come around 30 km hours areas. | | | | 16.12 work against payment have been permitted as from the 12th life | | year. | | | | 20.12 children can stipulate as from their 12th year at who they | | want live. | | | | ---------------------------------------------------------------- | | | | 20. REMAINING MATTER | | | | 20.1 citizens can the data which the government concerning them | | keeps realise. | | It is well if citizens insight have given in the detail level of | | whom the government concerning them keeps and the correctness of | | those data. For abuse of data the government cannot occur zomaar all | | data concerning people collect. THE AIVD get more freedom, she can | | collect also data which necessary are the national and international | | guarantee security or repair. THE AIVD remain obliged give account | | to the ministers concerned. | | | | 20.2 box under sixteen can only with head protection. | | Children and young people remain protected this way more against | | possible lesion. | | | | 20.3 also the government can keep people parent then 65 years or | | hire. | | The government cannot discriminate, thus do not discriminate on age | | can also. In certain cases this difficult, like at the person | | entitled to vote age is. | | | | 20.4 nobody are apply obliged; there is a low basis benefit. | | The minimum basis benefit becomes 450 euro net per month. This also | | goes up for people who do not want work pertinent and never to | | apply. The basis benefit is exclusive child benefit and the basis | | care and education are paid by the government. People who minimum | | the six months before they get a basis benefit have worked, get the | | first three months remuneration-related basis benefit. When one | | works beside the basis benefit the deserved amount is completed up | | to 450 euro. One deserves than 650 euro income more labour, then the | | basis benefit expires. THE PNVD put | | these extra days for: sugar holiday, world animal day (4 October), | | national release day (5 May), day of the charity (14 February), and | | child day (23 April). On 23 April also world is book day, all the | | more reason for a free day. | | | | 20.6 the fixed boekenprijs come expire. | | This way there market forces arise such as those there now also are | | at cd's. | | | | 20.7 downloading music and speelfilms individuals become legal. | | Muzikanten and the film industry can deserve action money for | | example live and by sale of their films to cinemas. During | | the introduction of the euro this text only on 2-euromunt continues | | stand and has not been taken on 1-euromunt. The citizens have been | | incompletely informed about this then. THE PNVD play at least open | | card: they wants also of this text on 2-euromunt finished. | | | | 20.12 children can stipulate as from their 12th year at who they | | want live. | | An advantage of this is that certain parents rather and more will | | take into account their children. By children already on younger age | | this possibility giving learn they improve with freedom to will and | | own make choices. When parents from each other will and their | | children younger than twelve years be, the biological mother keeps | | the protection. In other cases, for example as two men educate the | | child, stipulates a judge who gets the protection. The parent who | | gets no protection has the right tweewekelijks opzien the children, | | and moreover succeeding (holiday) summon ten each other. If the | | parent who the protection has not ordered this possibility gets, | | these can claim the roles of the parents by means of a judge the | | protection whereupon turned to be. | | | | 20.13 the government gives up its copyright among others books | | rather. | | At present the government has the copyright on my fight (Mein Kampf) | | for example in the Netherlands, a book written by Adolf Hitler in | | 1924. The government tries this way prevent herpublicatie. These the | | PNVD consider as an attack on the freedom of opinion expression and | | as direct censure. | | | | 20.14 Internetren and telefoonverkeer is not stored. | | movement data of telephony and Internet are not stored. Beside the | | privacy objections its piglet brother practices not ondenkbeeldig. | | | | 20.15 the government stimulates social house construction. | | The shortage to cheap hiring houses is cities certain in so large, | | which the government municipalities will have oblige possibly to the | | realisation of keetwoningen, container houses or spaceboxen. | | | | ---------------------------------------------------------------- | | | | Nawoord | | | | We hope that you can find yourself in our points of view.
